Was the moving truck there to move things in or out of the adjacent building? It seems to me that if that's the case there is no better alternative. Moving furniture, etc. across a street would not be an ideal situation. Besides, there is plenty of road width for all vehicles, including bicycles on this relatively low traffic volume street.
Moving furniture across the street in not ideal, but better that block both the sidewalk and bike lane. Besides, that building has a parking lot. Block those cars in and move if you need to.
